During the 73rd San Sebastián Film Festival, European independent producers, including CEPI and APA, raised concerns about the proposed AgoraEU Regulation (2028–2034).
European independent audiovisual producers expressed concern that the proposed AgoraEU Regulation could jeopardize the future of independent creation in Europe. The new MEDIA+ strand departs from the original spirit of the Creative Europe MEDIA program, reducing its clarity and effectiveness.
Key issues include the removal of the independence criterion, uncertainty over funding, the inclusion of non-European entities, and a lack of transparent governance.
Producers are calling for independence to be reinstated as a core eligibility requirement, for audiovisual and news funding to remain separate, and for dedicated resources to be ensured for the sector. They also urge the preservation of the current MEDIA programme’s spirit, in defence of cultural diversity and European sovereignty.
